8 Foster City living!LOCAL™ City Guide Prior to incorporation, a separate governing body, the Estero Municipal Improvement District (EMID) constructed the infrastructure, like water, sewer and streets for the City. Both the City and the EMID still exist and the five members of the City Council also serve as the Board of Directors for the EMID. City voters elect council members to staggered four-year terms. The City Council meets on the first and third Mondays of each month at 6:30 PM, with additional meetings as necessary. City Council meetings are open to the public except as allowed by law. They are held in the Council Chambers at 620 Foster City Blvd. These meetings are televised via FCTV, Comcast Cable Channel 27, AT&T Cable Channel 99 or streaming at www.fostercity.tv. Residents may apply for positions on the Planning Commission and are also encouraged to volunteer on Citizen Advisory Committees whichprovidetheCityCouncilwithinformation and feedback on issues related to their areas of interest: Audit, Information Technology, Parks and Recreation, Traffic Review, or Youth. Foster City is a full service municipality, meaningthatitprovidesafullrangeofservices to the community including Police, Fire, Parks, Recreation,Water,Wastewater (Sewer),Streets, Planning, Building and many more. The City Manager is the administrative head of the City government who oversees the City’s government under the direction of the City Council. The City government is organized into nine departments. Five departments provide direct services to the community: Police, Fire, Parks and Recreation, Public Works and Community Development. Four departments primarily provide support for the other departments: City Manager, City Clerk, Financial Services, and Human Resources. The City Attorney is the legal advisor to the City Council and City Staff.
