Section 2: Organizational Structure of the Comprehensive Master Plan Written Report The Comprehensive Master Plan provides a written record of the effort invested by the LPT in their attempt to address healing care services for the Ho-Chunk Nation. The values, vision and mission for the care system, developed by the Ho-Chunk LPT early in the needs assessment process, describe the desired future with regards to the delivery of healing services and the outcomes those services should achieve. Accordingly, recommendations contained in the Comprehensive Master Plan for addressing healing services were written with this desired future in mind. Chapter 2 of this report details specific Needs to be addressed through the inclusion of the Needs Assessment Chapter The Needs Assessment Chapter provides the foundation for the recommendations that have come about during the Comprehensive Master Planning project. Recommendations are included in later dedicated chapters in this report. Chapter 3 of this report is “General Recommendations,” separated into specific sections, with each section representing a general recommendation for specific improvements and enhancements for the development of the overall social service or health care system. Within each section, there are subsections that relate to “Needs; Recommendations; Significant Activities; and Resource Requirements”. “Needs” refers to the gaps, issues or problems that are to be addressed by the recommendation. “Recommendation” refers to the specific activity that is suggested to resolve or meet the needs. “Significant Activities” are those acts that are essential to accomplish the recommendation. “Resource Requirements” are the supportive policy, procedures or practices necessary for successful implementation of the recommendation. Each of these subsections provides information relevant to the issue to be addressed. Strategies for addressing care system infrastructure, policies and practices, and community programming needs are presented, along with a description of the specific resource requirements and policy changes needed to implement the recommended strategies. Estimated operational costs and potential funding sources are included where applicable. While general Kijire Nagu program or facility recommendations are outlined in this section, the more detailed description of program and facility support and operations are contained in subsequent dedicated chapters. Chapter 4 relates to specific program description and recommendations for Kijire Nagu. It will describe the target population, and the program elements or adjustments that are required for successful outcomes with the proposed program. Chapters 5 through 7 will provide details regarding the physical environment for Kijire Nagu. Chapter 5 provides extensive background on the recommended site for Kijire Nagu. The process for recommending a site was a very comprehensive one. The LPT provided great thought and analysis on this single issue alone. Chapter 6 provides details of the facility, in terms of types of buildings on the campus, square footage for designated spaces and intended use, facility location on the site, concept floor plans, concept design for exteriors, and other information relative to initial construction of the project.
