HOCAK KIJIRE NAGU COMPREHENSIVE MASTER PLAN CHAPTER 1 INTRODUCTION MAY 2011 4 www.strolloarchitects.com 718 Virginia Drive, Orlando, FL 32803 Tel: (407) 423-5355 Structured processes and interviews were prepared and utilized to gather profile information and perspectives on Ho-Chunk culture and traditions, needs, issues and priorities. In addition to the on-site work that was done by the LPT, the several off site field trips offered LPT members an opportunity to learn from other programs’ strengths and weaknesses. These visited programs offered a mix of target populations served, but the general client population in these facilities was afflicted with substance abuse and mental health disorders. Two of the facilities have reputations as being Native American focused. These trips included tours to Rhinelander, Wisconsin to see Koinonia, to Hazelden near Center City, Minnesota, and to Mash-ka-wisen near Cloquet, Minnesota, and also to Boxwood Treatment Facility near Culpepper, Virginia. During these visits, Ho-Chunk site visitors assessed both program and facility design and used their observations as an opportunity to influence a unique model design for Ho-Chunk’s proposed Kijire Nagu. Site visits allowed team members to develop a vision for operations and design considerations that would incorporate modern interventions that can either support or be supported by the Ho-Chunk traditions. Additionally, Ho-Chunk representatives traveled to Washington D.C., to meet with Wisconsin’s federally elected officials and their staff, and high ranking administration from the Substance Abuse Mental Health Service Administration, and Center for Substance Abuse Prevention, as well as the Center for Native American Excellence. Partnerships were built with these key agencies and federal officials to garner support for future development of the program and facilities. Additional benefit was received when other support was secured through this visit for advancement of current community based prevention and intervention programs operating in Ho-Chunk communities. Strollo Architects worked with the Ho-Chunk LPT members to develop an analysis of healing bed needs for the Ho-Chunk Nation. This analysis was based on numerous assumptions and modeling exercises that reflect the desired use of healing and related supportive services within a developed system of care. The Needs Assessment Chapter outlines the needs to be addressed in the healing care system, in four major areas: 1. Healing service system infrastructure and case processing 2. Healing service system policies and practices 3. Community support, services, and programs 4. Healing service system facilities The draft of the CMP subject matter and content was presented to the Ho-Chunk Nation Legislature on May 6th , 2011. This document represents the final written Comprehensive Master Plan Report to complete the work on this project.
