There are a number of risk factors in the community that increase the likelihood of adult involvement in anti-social behavior, including availability of drugs and alcohol; loss of culture, identity & self-esteem; poor parenting practices and skills; dysfunctional families; inter- generational and historical trauma; forced isolation from homeland; lack of basic skills (social, communication, academic, etc.); and negative peer influences. 2. There is a high incidence of drug and alcohol use and past trauma experiences among community members. Co-occurring addiction and mental health issues are significant contributors to anti-social behavior. There are some less intensive local resources available to address these issues but they are not well coordinated between agencies and do not provide for a seamless continuum of care, that have the strong cultural foundation. 3. The Nation lacks viable options and the means to provide local services that are impactful over the long haul. Moving members away from the family and community may be necessary in rare cases in the future however; the development and oversight of Hocak specific local residential care and rehabilitation programs may be more appropriately administered with better results for both individuals and the community. Current and potential resources in the community are available and need to be commonly shared and coordinated with healing care providers and system decision-makers. In many cases, Kijire Nagu will build off of the successful available resources that are already functioning in the many Ho-Chunk communities.
