Providers of residential treatment services that have a strong cultural component for Native Americans are not nearby, and do not address the specific cultural heritage of the Ho-Chunk Nation members. Current resources have poor or insufficient impact on the overall number of Ho-Chunk members that are afflicted with the identified needs of substance abuse and mental health disorders. Areas of individual past trauma are not adequately addressed in any setting. The Ho-Chunk Nation has membership in a broad geographic area and land base. Community involvement and support will be necessary to offer support and to provide for a timely, effective response to the individual needs as those needs reach crisis levels in the individual and in the community. Programs and facilities are currently insufficient to manage the individual needs and maintain a fully functional and healthy Hocak community. The current healing system lacks formal incorporation of traditional healing into the case plan or treatment regimen. Hocak counselors, cultural advisors and case managers are needed to effectively support traditional healing and support the needs of the client to ensure the perseverance of Ho-Chunk traditions and facilitate client access to needed services. Lack of coordinated intervention and support between modern day evidenced based practices and traditional healing has resulted in ineffective intervention strategies being provided. Services that are available to Ho-Chunk are not in the area and this presents barriers or certain challenges to family involvement. This has had a direct result on the lack of long term success with clients. The healing services offered by the Ho-Chunk for their members is in need of major development and expanded services to become the type of responsive system the Ho-Chunk Nation membership deserves. Healing Care System Policies and Practices 1. The Ho-Chunk healing care system is essentially under construction, and should be implemented in a coordinated and reflective manner consistent with the community’s vision and traditions. 2. Even though healing care system upgrades are in the early stages of discussion and development, the Ho-Chunk treatment programs and system needs to incorporate the past successful policies and tools used in an objective needs assessment process, to ensure a match of clients with appropriate levels and types of programs. 3. Provisions in the developing Ho-Chunk Nation Law, Tax Code and other Ho-Chunk Nation written articles authorizing action or support for different functions such as Kijire Nagu, will need to be designed and incorporated as part of the program implementation plan. 4. The current Ho-Chunk Nation Legislature has been given a clear directive from the General Council to provide healing services for the members. It is through the passage of past resolutions that this project has moved forward. There will need to be solid planning and justification for any proposed plan to move forward to satisfy the intent of those past resolutions. Community support is as critical as the Legislative support. Community Programs and Services
