www.sabinestorage.com Spindletop Gas Storage Facility Sabine Storage & Operations, Inc. (SSO) was formed in 2003 by the owners of SGT / SGO to provide engineering and construction management services for underground storage and pipeline operations. *BOOT = Build, Own, Operate, and Transfer. Sabine Gas Transmission Co. (SGT) constructed a 24” pipeline for Gulf States Utilities (GSU) in 1985. Sabine Gas Transmission Co. (SGT) started construction of the Spindletop gas storage facility for GSU in 1990 (under a BOOT* type-agreement). Sabine Gas Operating Co. (SGO) operated the Spindletop gas storage facility for 15 years (1990-2004). This contract concluded in 2004. 3
