5 How do you see the role of the International Energy Charter for Georgia’s energy policy and investment climate? The potential benefits of Energy Charter Treaty (ECT), as an unique intergovernmental agreement on investment protection in the energy sector is especially important for the countries in transition. Energy Charter Treaty had essential role in assisting the process of regional cooperation in the South Caucasus by providing a rules framework for major cross-border energy infrastructure projects such as Baku-Tbilisi-Ceyhan (BTC) and South Caucasus Gas pipeline (SCP) passing the territory of Georgia. Do you think that the International Energy Charter has the potential to become the key element of the global energy architecture? What could reinforce such role of the ECT? At the present time financing energy infrastructure for sustainable and affordable energy access remains one of the biggest challenges for governments and private companies, especially for developing countries. In this sense the role of Energy Charter Treaty, which has provided legal and normative security for investments within its constituency is becoming important not only in Eurasian-energy markets, but across the globe. Especially, in the light of the evaluation of global interdependence in energy trade today it is extremely essential to raise the Energy Charter Treaty profile at global level and to broaden the geographical scope of its constituency.
